GGL Investigates ADI Predictstreet Over World Cup Advertising

The German gambling regulator GGL has opened a formal review into ADI Predictstreet’s World Cup advertising campaigns. The investigation, first reported by German newspaper RND on Wednesday, examines the operator’s pitch-side branding and market access in Germany, where the company lacks a local license.

ADI Predictstreet received a betting intermediary license in Gibraltar in April and was subsequently named the official prediction market partner for the FIFA World Cup. The GGL review examines whether the company’s presence during tournament broadcasts constitutes illegal gambling under German law. Authorities are also verifying if German residents can access the platform and whether the advertising complies with national rules that restrict marketing by unlicensed operators.

Operator Response and Broadcast Context

ADI Predictstreet stated: "We operate no marketing or advertising activities targeted at Germany." The company attributed its visibility during the tournament to global sponsorship and media rights agreements rather than targeted campaigns. German public broadcaster ZDF noted that pitch-side advertising visuals are supplied by the event host broadcaster, leaving networks without direct control over the displays. ZDF confirmed that the broadcast arrangements align with the Media State Treaty.

Regulatory Actions and European Context

If violations are confirmed, the GGL may issue cease-and-desist orders to ADI Predictstreet and its service providers, including payment processors and hosting companies. The review coincides with a coordinated enforcement effort by nine European gambling regulators targeting prediction markets. The vertical remains unregulated across most European jurisdictions, with Gibraltar standing as the sole formal licensing hub.
